Expectations
of Steering Committee Chair
From Our By-laws:
The Chair presides at all regular meetings of the Steering Committee
and General meetings of the Council. He/she is responsible
for the enforcement of the laws of the Council, and securing the
execution of the will of its members. The Chair appoints, under
the direction and subject to the approval of the Steering Committee,
all chairs of committees, task forces and groups not otherwise provided
for. He/she is an ex officio member of all Standing Committees
and Project Teams.
(The Chair) must be a Member of the Council and shall be chosen
by a majority vote of the members present (at a community meeting). (The
Chair) shall hold office for one (1) year or until a successor
has been chosen and qualified. (The Chair) may be re-elected
to one or more terms.
Both the Chair and Treasurer shall have check-signing authorization.
The procedure and order of all meetings shall be conducted in
a manner determined by (the) Chair, subject to immediate change
at any particular point by a majority vote of Members present. Roberts
Rules may be used by the Chair as a guide for appropriate resolution
of any issue.
Other Considerations & Desirable Qualities:
- Supports a vision for the organization that is agreed to by
the Steering Committee, shared with the community and used to
measure all activities of the Council
- Helps the Council implement its Mission Statement and Objectives
- Acts as a coach and counselor to team and committee chairs,
to help them establish goals and measure their progress toward
them.
- Manages and conducts monthly meetings, both those open to the
community and those focused on Council business.
- Ensures that the following documents are followed as guidelines
at all Steering Committee and community meetings:

- Shows a passion for the activities the Council elects to pursue.
- Acts as an ambassador for the organization, encouraging all
civic and community organizations in Beat 13Z to participate
in the Council.
- Attends quarterly NCPC leader meetings to learn and share crime
and safety issues with counterparts from other Beats.
- Works effectively with personnel from the OPD, OFD, City Council,
and others who have an interest in the work being done by the
Council.
- Is an effective communicator and speaks on behalf of the Council,
in coordination with guidelines established by the Communications
Committee.
- Maintains a neutral position on political, economic, and civic
activities, following the guidelines of the Endorsements Committee
where applicable.
- Encourages participation at SC and other Council meetings
- Delegates responsibility and accountability fairly
- Has a pleasant, outgoing personality
- Is calm and direct
- Shows respect for the opinions of others and works to gain
consensus on issues
- Resolves conflicts in a fair, firm and friendly manner
- Maintains firmness when defending agreed-upon positions
- Maintains a balance between work and play with the Council
- Creates a plan for others to assume the role of Chair upon
his/her retirement, so as to ensure continuity to the Council.
